Faculty council
The faculty council elects the dean pursuant to Section 91 Hamburg higher education act (Hamburgisches Hochschulgesetz, HmbHG) and Section 7 of the Universität Hamburg Statutes The office of the dean must account to the faculty council for its actions. Pursuant to Section 7 of the Universität Hamburg Statutes dated 3 September 2015, the faculty council has the following duties:
- enactment, amendment, and rescission of university examination regulations, study regulations, and bylaws pursuant to Sections 37–40 HmbHG
- enactment, amendment, and rescission of bylaws pursuant to Section 10 subsection 1 of the higher education admissions act (Gesetz über die Zulassung zum Hochschulstudium in Hamburg, HZG)
- decisions on the establishment, amendment, and suspension of degree programs within the scope of the University Structure and Development Plan
- issue opinions for structure and development plans, as well as decisions about the future use of any vacant professorships and junior professorships
- make recommendations for the office of the dean to formulate into proposals, on faculty-specific additions to university-wide principles for allocating resources and distributing funds
- decide organization within the faculty pursuant to Section 92 subsections 1 and 2, including enactment of the faculty charter
- decisions on the establishment, alteration, and dissolution of individual self-governing units within teaching and research
- appoint Academic Search Committees, issue statements on appointment nominations and the provide recommendations for awarding of the academic title of “Professor”
- appoint an equal opportunity representative
- acceptance of the statement of accounts and control of the office of the dean
- issue statements on all faculty matters
The faculty council is elected by faculty members pursuant to the selection rules of the Academic Senate and the faculty councils of the University of Hamburg.
The Board’s members are:
- 10 university teachers
- 3 academic staff members
- 3 technical, library, and administrative staff members and
- 3 students
Membership should reflect the broadest possible representation of departments. The term of office is one year for members of the student group and 2 years for members of the other status groups.
