Changes in the operation of the research laboratoryBased on the need of a full cost calculation

Based on the budget data for 2019, Department 7 updated the full cost calculation for the WISO Research Laboratory in 2020. In particular, the classification of the laboratory as a commercially operationg business ("Betrieb gewerblicher Art") for tax purposes had to be taken into account.
As a result, additional payments for the use of the laboratory have to be made to the head office for certain types of income in the form of direct internal cost allocation ("direkten interne Leistungsverrechnung") and an overhead surcharge ("Gemeinkostenzuschlag"). Due to the changed and increased operating cost situation, a new usage and fee regulation for the research laboratory was adopted in 2021.
Adjustment of the terms of payment
The hourly rates for internal and external researchers at the UHH have been adjusted in the remuneration regulations ("Entgeltordnung", RR) in accordance with the new deduction requirements of the head office. For members of the UHH, the fees for personnel services in the WiSo research laboratory were lowered, while for external researchers they were increased (cf. Table 1).

In order to keep the allocation of the cost increases for the users of the research laboratory as low as possible, the operation of the telephone laboratory and the eye tracking experiment laboratory (from 2022) were also separated from the commercial operation of the research laboratory. In future, these two service areas will be available exclusively for use for teaching purposes at the UHH and for research from WISO budget funds.
Adaptation of the Terms of Use
Furthermore, it was determined that the use of the research laboratory by UHH interns generally has priority over use by externals in order to actively support the researchers of our faculty in the use of our laboratory.
Simplified accounting possible for DFG and EU projects
As a result, the WISO Research Laboratory continues to offer you a sustainably established scientific and technological service that makes our faculty visible in the scientific community far beyond the borders of the UHH. This has made it possible for our laboratory to be included in the RIsources database of the German Research Foundation (DFG) for long-term recognised research infrastructures. On this long-term solid basis, the new fee schedule has also significantly simplified the application for and settlement of DFG third-party funding, because in future only one flat rate per unit of laboratory use will have to be settled with the DFG. This flat rate will be regularly invoiced directly to the DFG by the laboratory in cooperation with Dept. 45, so that in future applicants who belong to the UHH will no longer have to present and justify detailed individual items for laboratory use to the DFG. In addition, the new fee schedule complies with the requirements of the current EU funding guidelines.
