Success factors in your studies
What knowledge should I bring to successfully complete the program?
In particular, the program requires sound basic knowledge of mathematics, statistics, business administration, and economics. Courses build on this.
How important are English skills for my studies?
Good command of English is extremely important to successfully complete the program. Many courses are taught in English, including several compulsory courses (you can recognize English-language courses by the English title in the module overview). Furthermore, good command of English is important if you would like to spend a semester abroad at one of our partner universities (see section organizing your studies).
How important is it to understand math and statistics for the program?
The degree program has a strong quantitative focus. Accordingly, skills in mathematics and statistics are fundamental to the program. The methods courses Methods of Empirical Research, Advanced Econometrics, Microeconomics, and Decision Theory build on these skills.
Do I need basic knowledge of economics even if I am just interested in business administration?
Yes, because the compulsory courses in microeconomics and health economics require a basic knowledge of economics.
Do I need basic knowledge of business administration, even if I am just interested in economics?
Yes, because the compulsory health insurance management course requires basic knowledge of business administration.

Can I apply for the HEHCM master's degree program with my bachelor's degree?
Applicants with the following degrees meet the admission requirements for the MSc HEHCM directly:
1) Socioeconomics with a focus on business administration or economics;
2) Business Administration;
3) Economics;
5) Health Economics
6) Industrial Engineering
Applicants with degrees other than those mentioned above must submit confirmation of having successfully completed the following courses:
Mathematics: Minimum 5 CP
Statistics: Minimum scope of descriptive statistics 5 credits, minimum scope of inductive statistics 5 credits
Business Administration: An in-depth introduction to management theory, minimum 5 credits, as well as a module internal accounting / cost and performance accounting, minimum 5 credits
Economics: Microeconomics, minimum 5 CP.
If you did not have the opportunity to take one of the above-mentioned courses in your degree programme, you do not meet the requirements.
However, you can also complete these courses in another degree program (e.g. distance learning university, etc.). A transcript of the course at Bachelor's level from a recognized university (including grade) is sufficient as proof.
Please understand that we are unable to carry out preliminary checks of your initial qualifications.
All submitted documents will be reviewed on a case-by-case basis by the selection committee after the application deadline.
Please note that admission without this previous knowledge is not possible, unfortunately no summer school or preparatory courses are offered.
German language certificate
Please note that German language skills are mandatory for admission to the HEHCM program. If you do not yet have your German language proficiency test result by the end of the application deadline, an informal written confirmation regarding your Germa language skills will suffice for the purpose of the online application. It is important to know, however, that submitting a German language certificate will be required latest upon enrolment, find a list of accepted language certificates here.
Do I have to take the Test GTEBS (formerly titled TM-WiSo) to apply?
Applicants are selected on the basis of the final grade of the bachelor's degree or the current GPA at the time of application and the result of the Test GTEBS (formally titled TM-WISO).
The final grade counts for 55 percent of the evaluation and the GTEBS test result for the remaining 45 percent.
If no GTEBS test result is available, the lowest possible grade is used for the evaluation.

I took the GMAT. Can I submit this result in place of the GTEBS test?
Unfortunately, no. A selection criterion for acceptance to the program is the result of the GTEBS test; the GMAT cannot replace the GTEBS test.
When is the application deadline?
The application deadline is every 15 June. After that date the online application portal will be closed.
I missed the application deadline. Can I still apply?
We do not accept any applications after the application deadline. As a rule, we always receive more applications than there are places available, so we do not allocate any remaining places.
Who can I contact if I have problems with the STiNE online application portal?

I don't understand a question in the STiNE online application portal. Who can help me?
If you do not understand a question in the online application form, contact the Admissions Team using the contact form: www.uni-hamburg.de/zulassungsfragen.
Is a hardcopy application required in addition to the online application?
No. The application process is exclusively online.
Will I receive confirmation that my application documents have been received?
After you submit the STiNE application online, you will receive confirmation of its receipt by email.
Do I have to submit a certificate to prove my English language skills with my application?
You do not need to submit proof of your English language skills in the form of a certificate.
Please upload a confirmation, in your own words and signed by you, that you have the English skills necessary to follow courses in business and economics, read specialist literature, and take oral and written exams in English. Use the template for this in the application section of the website.
I am a student with foreign educational credentials. Will written confirmations of proficiency in German and English suffice for the application?
Written confirmations are sufficient for the purpose of the online application, but a German language certificate will have to be submitted upon enrolment. You can find templates under Application.
Applicants have until enrolment to provide the necessary proof of German language proficiency.
Please note: If you are unable to provide the necessary proof of German language proficiency upon enrolment, you will not be able to enrol and start the program, even if you have received an acceptance letter. A written, informal confirmation of German language proficiency is only sufficient for the purpose of the online application but not for enrollment. A list of accepted language certificates can be found here.
My transcript is not in German or English. Do I have to enclose a certified translation with my application?
Yes, the transcript (as well as the bachelor's diploma) must be translated into either German or English and notarized by a certified translator. Please include information on your university's grading system for the purpose of converting your grade into the German grading system.
I completed my bachelor’s degree abroad. Do I have to have my final documents checked by uni-assist?
No, preliminary review documentation by uni-assist is not required.
If you have a preliminary review documentation from uni-assist, you are welcome to upload it together with your diploma and transcript.
My degree certificate will not be available by the application deadline. What should I submit instead?
Submit the following documents:
1. Current transcript of records of all examinations taken, including current GPA.
2. Certificate from the examinations board or examinations office stating that the program will be finalized before the start of the master's program.
Do waiting semesters play a role in the allocation of places?
Ten percent of study places will allocated on the basis of a quota for waiting semesters (the number of semesters passed since the end of your first degree). The STiNE online application form will include questions on when you completed your first degree. You do not need a separate application to request that waiting semesters be taken into consideration. A maximum of 10 waiting semesters can be taken into account.
Can I apply for a higher semester?
You cannot apply for a higher semester in master's programs at Uni Hamburg, in case you've already completed a master's program. Like all other applicants, you can apply for a place through the standard application procedure. If you are offered a place, you might be able to request recognition of previous academic achievements on a master level.
Can I choose a specialization for my degree?
Students can choose between 2 specializations:
In health economics, the focus is on issues relating to health care allocation and distribution as well as regulating the health system. This includes questions about how to remunerate doctors and hospitals, regulate competition between health insurer, and the pharmaceutical market.
In health care management, students learn about selected management concepts that may be applied to operative areas within health insurance companies, hospitals, and pharmaceutical companies. In particular, students look at managing and measuring performance and how to evaluate the economics of health innovations.
Can I switch my focus?
Only by requesting a switch with the examinations board.
Can I spend a semester abroad?
Yes, the master's program has Erasmus cooperation agreements with several universities. Find out more about this in the organizing studiessection.
What degree or title does the master's degree program lead to?
The program confers a master of science degree.
When does the master's program start and how long does it take?
The Master of Science in Health Economics and Health Care Management starts every winter semester, so you cannot apply for the summer semester. This applies to both full-time and part-time master’s degree programs.
The program is 4 semesters for full-time students and 7 semesters for part-time students.
How many places are allocated each year?
Approximately 30 places are allocated each year, for the Wintersemester 2025/2026 intake only, 40 places will be allocated.
Is part-time study possible?
Yes. You can study for this master’s degree part-time. Detailed information about prerequisites, deadlines, the application procedure, and any exceptions is available on the University’s Campus Center website. Part-time degrees are not designed as evening and/or weekend programs catering for those with work commitments. Our classes normally take place during the week between 8 am and 8 pm.
What are the costs of a master’s degree program?

Am I eligible for funding under the German Federal Education and Training Assistance Act (BAföG) in this program?

Which languages are used in the program?
German and English. English-language courses have English title (see module overview).
Please note that a number of German language courses on the program are mandatoty, therefore, strong German language skills are required. You can find a list of accepted German language certificates here.
