Why Acting Early in Disaster pays off!

Our team has, together with the Uganda Red Cross Society, conducted a study on the monetary and non-monetary benefits of acting early in disasters. Increasingly, humanitarian actors are shifting the approach towards disasters: Instead of providing emergency response after a disaster has hit, Forcecast-based finance (FbF) builds on the idea that many disasters can be predicted (e.g. floods) and relief efforts can hence start before the incident has actually happened. This report presents the monetary and non-monetary implications of engaging in forecast-based financing, as well as principles and a roadmap for its implementation. The study was conducted in September 2021 in three districts in Uganda (i.e. Butaleja, Amuria, Obongi/Palorinya Refugee Settlement) and explored the implications of early actions on community, district (government), and humanitarian aid organizational level.
