Application
- Start of the program: once per year in the winter semester
- Number of study places: 35
- Application period: 1 June–15 July (digital application only, no paper applications)
- Acceptance letter: mid-August; online in your STiNE applicant account under "Documents" incl. enrollment application, which must be returned with original documents within 7 days if you are accepted.
- Start of lecture period: mid-October. The orientation activities for first-year students usually take place on the weekend before the start of the lecture period (semester times).
- Cost: general semester fee (incl. semester ticket)
Admission requirements
First university degree
proof of a first higher education degree in the social sciences, economics, or law If the other requirements are met, graduates of other degree programs may also be admitted.
If you have completed a first degree in the calendar year but do not yet have a degree certificate, you may still apply to the degree program. To do this, you must submit a current transcript of records containing your current aGPA as well as written confirmation from the examinations board at your institution that you are expected to have taken any outstanding examinations required for you to pass your degree before the master's program begins. In such cases, the degree certificate must be submitted without delay. If the degree certificate cannot be submitted by the time of admission, conditional admission will be granted on the provision that you submit your certificate by the end of the first semester.
If the transcript of records does not show a GPA, enclose the examinations office's confirmation of your current GPA with the application. Your current GPA is mandatory for the selection procedure. We do not accept GPAs calculated by the applicants themselves.
2. Professional experience in HR
Furthermore, applicants must demonstrate that they have relevant professional experience, i.e., in HR, of at least 3 months full-time or 6 months part-time. Professional experience may have been acquired in the course of employment or as part of an internship. Relevant training, e.g., as an HR specialist, can also be recognized.
3. Interdisciplinary qualifications
Applicants must prove that they have successfully completed courses worth an overall 30 credits
- in the subject areas HR and labor law* (at least 10 credits) and
- methods of empirical social research / statistics (at least 10 ECTS credits).
Credits for bachelor's theses in HR, can also be counted.
* It suffices to prove you have knowledge from HR activities or in labor law.
4. Proof of proficiency in German (foreign students only)
Good German language skills are required for the master's program in HR. If you did not obtain your higher education entrance eligibility at a German-speaking school or completed your first degree at a German university, you must submit a language certificate at the latest when you enroll
Section 3 of the valid University admission bylaws sets forth the legal framework.
Written confirmation that you demonstrate the requisite level of German language proficiency will suffice for the purposes of the application (pursuant to the bylaws above). Use the sample text below, add your personal information, and sign a copy in your own hand.
"I hereby confirm that I have sufficient knowledge of the German language in accordance with the provisions of Section 3 of the University admission bylaws. I am aware that I will have to submit the required proof during the enrollment process.

TestAS is not required for the application.
5. Not required: proof of proficiency in English
We cannot exclude the possibility that you may have to read specialist literature in your discipline in English, so you will also need to have sufficient language skills in English. However, proof of English language skills is not required. Required courses in the master's program are taught in German. Some elective courses are taught in English.
Instead of a letter of motivation: set questions
Please answer below:
- Describe your expectations for course content in the interdisciplinary master's program. What skills for your future career do you hope to gain from your studies?
- Describe any prior knowledge you have that is relevant to the master's program:
- a. List HR courses you have attended and your ECTS credits. If module content is not clear, describe it in more detail (e.g., add information from the module handbook).
- b. Did you write your bachelor's thesis on an HR topic? If yes, briefly explain the content of your bachelor's thesis and your approach (literary or empirical).
- c. Explain your practical experience with qualitative research methods. Make sure to address the type of experience (e.g., lectures, if applicable your own research projects or group work; experience with evaluation programs such as MAXQDA; empirical bachelor's thesis).
- d. Explain your practical experience with quantitative research methods. (e.g., lectures, if applicable your own research projects / group work; experience with evaluation programs such as SPSS, empirical bachelor's thesis).
- Explain your practical professional experience in HR (position, activities).
Your answers should not exceed 2 pages; the information you provide and the overall impression of your application documents will be assessed. Answer all questions so that we can gain a comprehensive impressionand upload the document as a PDF to the STiNE application portal.
Application process: Deadlines, documents, and records
Applications must be submitted online via University of Hamburg's application portal.
- Set up an applicant account.
- Complete the online form. You can log in again at any time during the application period.
- Upload the required documents or evidence in the "Document upload" section (see below).
Observe the following when uploading documents:
- Put all documents consisting of more than one page, e.g., the transcript of records, into a single file .
- Preferably you will upload the documents as a PDF. This ensures that they can be opened and displayed correctly.
- Only one file can be uploaded in each upload category.
Required documents in the "Document upload" section:
degree certificate and diploma of first degreeand proof of knowledge in HR, labor law, and statistics/methods
- Upload your bachelor’s degree or Diplom including your degree certificate and transcript of records with your grade point average here.
- On your transcript of records, mark which courses/modules fulfill the requirements (HR, labor law, and statistics/methods of empirical social research).
- If the degree was not earned in Germany and not provided in German or English, you must provide a translation. The certified version must be submitted by enrollment (usually in September) at the latest. Add an explanation of the grading system used (extracts/copies from the internet or other sources are acceptable).
- If you do not yet have a degree certificate, submit a current transcript of records with your grade point average.
- If you have studied in several degree programs, also upload the information for these.
- Transcripts or grades from secondary schooling are not required.
2. Module descriptions and course certificates
- If the module titles or course titles do not provide clarity, you can upload the corresponding module descriptions here.
- You can upload proof of successfully completed courses that are not listed in your transcript of records but attest to the knowledge and skills required.
3. Letter of motivation
- Upload your letter of motivation(maximum 2 pages) here. Answer the questions.
4. Practical work experience
- Upload here proof of at least 3 months of comprehensive practical experience in the field of HR with copies of certificates, employment contract, or other proof issued by the employer.
5. Curriculum vitae
- Upload a tabular CV in German or English here.
6. Applicants with foreign qualifications: informal written confirmation of applicant’s German proficiency
- Download the acquired recognized language certificate in German or an informal, signed declaration of existing German language skills, e.g.,: "I, first name last name, hereby confirm that I have sufficient knowledge of the German language in accordance with the provisions of Section 3 of the University admission bylaws. I am aware that I will have to submit the required proof during the enrollment process. Place/date and signature”
- The necessary language certificate is not due until you enroll in the degree program (usually around September). Contact the Campus Center if any details need to be changed.
Be aware that
- documents that have not been uploaded to the application portal by the official application deadline (1 June–15 July)) cannot be considered in the application process.

- If you have any questions about the application requirements, contact the degree program coordinator/subject advising.
Special applications and semester waits
- By submitting a hardship application for health reasons or extenuating personal circumstances, you can specify the circumstances that warrant your immediate admission to the degree program. Ten percent of places are allocated via this hardship quota.
- A further 2% of study places are awarded to top athletes.
- These special applications must be submitted directly to the Campus Center.
- You can find detailed information on special applications on the Campus Center website.
- Applicants who wish to claim semester waits can do so directly in the STiNE online application. No separate application is necessary.
Notification of the application results
- The letters of rejection/admission will be made available to you in your STiNE account under the menu item “Dokumente” together with the enrollment application. Check your account on the dates provided by the Service for Students (SfS).
- You have to submit your completed enrollment application including the documents stated in the letter of admission to the Services for Students by the given deadline (7 days). If you miss this deadline, you will no longer be entitled to the place you have been offered!
- Contact the Campus Center if you have any questions about enrollment.
Selection procedure, acceptance and rejection letters
We use a selection procedure if there are more applicants who meet the formal admission requirements than there are places available.
The criteria are the grade of the first degree (60%) and the answers to the questions about your motivation (40%). The acceptance/rejection letters will be made available to you in your STiNE account under the menu item “Dokumente” together with the enrollment application. Check your account on the dates provided by the Service for Students. You then have to submit your completed enrollment application including the documents stated in the letter of admission to the Services for Students by the given deadline. If you miss this deadline, you will no longer be entitled to the place you have been offered!
