CSS members Hauke Feddersen and Anita Engels have published an article in the journal "Zeitschrift für Umweltpolitik & Umweltrecht" (in German). They examine the various climate policy governance attempts in (rural) districts. For this purpose, the district of Uckermark in Brandenburg, the district of Nordfriesland in Schleswig-Holstein and the district of Steinfurt in North Rhine-Westphalia are compared on the basis of the modes of governing approach. Due to their hinge function between the federal states and the municipalities, (Land-)Kreise represent a central unit in the multi-level system of regional development. A wide variety of climate protection measures can be found in all three (rural) counties. However, their attempts to steer climate protection differ considerably. The analysis shows the specific historical, institutional, financial and cultural contexts of climate policy in rural areas in each case. The preconditions for (rural) districts to become active in climate protection are thus very different. Whether or not they succeed in developing their steering potential depends in particular on the institutional embedding, the financial resources and the commitment of central actors.
