In German and European climate policy, the framework of political and legal instruments is becoming increasingly dense. Current measures are insufficient to implement the climate transition in the long term and to offset political risks.

In recent years, global climate conferences (COPs) have seen record numbers of participants and significant media interest. However, while these conferences send important political signals, the current emission reduction plans of countries still fall short of the necessary requirements.

Following a pandemic-related hiatus in 2020 and 2021, the climate movement has regained media and political attention with new forms of protest. However, the scope of civil society's ability to act has also been noticeably constrained.

The number of lawsuits filed to enforce climate laws and advocate for more ambitious climate protection has noticeably increased in Germany, especially since the Federal Constitutional Court's climate ruling in March 2021.
