Noam Brand
My research focuses on the French context, examining how perceptions of catastrophes to come shape state policies and, in turn, open pathways toward alternative forms of social organization. I pay particular attention to the inclusion of marginalized communities in the context of environmental disasters. More broadly, I approach research as a way to critically examine concepts such as security, protection, and infrastructure through institutional and practice-based approaches.
I hold a Master’s degree in Social Sciences, specializing in Risk and Crisis Engineering, where my research examined how dominant political and media security-focused discourses contribute to the marginalization of positive environmental initiatives. In parallel, my professional experience within France’s civil protection institutions has given me a strong understanding of crisis organization and disaster preparedness.
