Abstract:
Lower levels of political participation among immigrants threaten the basic democratic principle of equal participation. This paper describes patterns of inclusion and exclusion in detailed Swedish data for seven forms of political participation—ranging from voting in local elections to becoming a parliamentarian. Inclusion is high for immigrant groups with life experiences more similar to those of natives. This is true for second-generation immigrants and first-generation immigrants who arrived as children, have lived for decades in the country, or obtained high labor market earnings. We observe an opposite pattern of exclusion for large immigrant groups with shorter periods of residence, lower earnings, and who immigrated as adults. Additional results show that inclusion patterns differ by immigration reason and visible minority status. Economic immigrants participate less than refugees and family immigrants. Visible and non-visible minorities have similar-sized disadvantages in candidacy and officeholding relative to natives and conditional on observable traits.
